J Farrugia and M Portelli would like to say thank you to all members who supported their inaugural squeaker sale for Pigeon Racing Victoria Inc.

They successfully raised over $14,000 which will be used to promote the sport. Well done great effort!

Results of our inaugural Squeaker Sale.

Over 32 fliers supported the sale with over $2,160 being raised. This will provide a $67.60 discount to all fliers who supported the event.

3) Wageningen Report outcomes showed 2 main points for the WPF consideration:

A) Young birds which do not have basket experience are unable to find water so it was suggested to resolve this that we start training our birds earlier by basketing on Thursday night from 300klm and greater.

B) Second point the Wageningen Report showed was that if you allowed a gap of greater than 5 cm between baskets you significantly improved air circulation which in turn reduces heat exhaustion whilst being transported. It was agreed by all members that for all races baskets will be loaded with drinkers either side of the basket.

Our new lease has a restriction that we need a Liquor license to serve alcohol. As we don’t hold this license all alcohol can longer be consumed on the WPF premises.

Trailer floor is in need of repair. Lawry Formosa has been asked to quote and repair the damages.

Ray Russell will investigate solutions to improve the floor (reduce dust ); lighting and a wireless PA system to improve communication.

Charlie Abela; Chris Cachia and Ray Russell conducted a meeting to review possible cost reduction and no possible solutions were found to reduce costs further without making any changes to the current race schedule. The federation is being run in a very lean manner.

WPF rooms lease renewal.

Brimbank council provided a new lease with a 3 X 3 year option. All were in favour to renew the lease.

The Wageningen research report. & Modern Pigeon Transport – Studies and Recommendations

The board are to consider the above studies for future transport of our birds in the next meeting.

General Business

Tassie and National – Future Transport

Various options were considered and explored given recent events it was unanimously agreed that we transport our birds for both these events. We are to write a letter to the National committee that we will be exercising our right to transport our birds in 2015.

Squeaker Sale 16th of January 2015

To further assist the financial viability of our federation and create more friendship between members, we are conducting a squeaker sale were members are encouraged to donate two squeakers to the federation. The proceeds will be used to reduce our transport costs.

Members who donate birds will be provided a discount to their transport costs.

If you can’t donate birds on the day you can nominate two birds and you can make arrangements with the flier to pick up when the youngsters when ready.

Ray is reviewing all our documentation and will prepare a new application form. We are also moving the joining time from 28 days to 7 days before a member can be accepted.

Race Results Data Entry – Protocol – DRAFT Procedure

We are encouraging clubs to follow the recommended protocol when entering race results to ensure we have an open an fair system of communicating our results. Here are some ideas to help speed up the process:

When all members are present at pullover data can be entered in (flier race name) alphabetical order:

Clocks (which use race rubbers)

Are to be opened with 2 clock committee members present. Race rubbers are to be verified by 2 other members.

Once all data is verified by the 4 members this is handed over to the computer data operator who enters results.

Electronic Clocks

Once clocks are pulled over and results are verified by the member’s signature the results can be immediately entered into the system by the data operator.

When all members are not present at first pull over.

Same as above other than: It is recommended that the fastest clocks are entered first.

If a flier does not fly the event but is registered to race, the club must entered as “DID NOT FLY”.

If a member does produce a clock it must be registered that they “DID NOT TRAP”

The above should produce a quicker result.

Race Day Protocol – Loft Flying of non race birds

Birds are not to be released for loft flying after 12 .30 pm for normal / usual races although if it is envisaged birds my be home earlier Loft birds should be restricted to loft flying to 1 hour before anticipated arrival.

If unsure give your birds a day of rest and leave them in the loft.

Any member found exercising there birds when race birds are arriving will be given a warning with possible further action of fines and or termination from the federation.

Race Program

Mick Rippon the owner of Pigeon racer.net.au will be asked to include the following changes:

Rectify the calculation of averages when 2 birds are clocked

Look to include individual club averages

Add an extra page to show our contact numbers etc.

1)    Ray Armstrong of the Bendigo City Homing Club would like to transport their birds with us to the Tasmania race in Yolla for 2014.

2)   C Bonnici of Altona City Pigeon club would like to have a hard copy of results provided to members and he would like all race results checked by an official, not just the first 30 birds.

3)   Altona City Homing club has advised of a new member who will be racing in 2015:

2)  Members are encouraged to use the internet. No hard copies will be provided other than an annual year book. Results are entered by the clubs nominated member who is part of their respective clock committee. Clubs are encouraged to provide a result to their members first for a self audit. Subsequently all results are verified and checked by the president with 14 days.

The BOM will post hard copies in the Federation rooms of all results and other news items.

Electronic Chip Rings and Clocks

An allegation was made that Vision electronic chip rings can be duplicated. The board deliberated at length and we ran a sample race test using a copied ring and an original ring. It was established that the Vision clock security system worked very well leaving no doubt of possible cheating using copied rings.

The rumour and allegation is totally unfounded in any fact what so ever.

Thanks to M Portelli; Des Vatsakis  Ray Russell and C.Abela for taking the time to test the security of Vision electronic clocks.

Rules and Conditions of Installation and use of Electronic Band Scanning systems.

Given in the previous board meeting on the 10th of December 2013 advising  members that there electronic sensor pads  must be on the inside of the loft was made in error,  the board discussed the merits at  a lengthy debate and have confirmed the following rule change.

Change form:

13.9 Every EBSS sensor antenna must be installed within the confines of the competitor’s loft. And must be under the common roof line. The sensor / antennas of an EBSS must be within the entrance of the loft.

 Change to:  (word added – “wholly”)

The board notes that the above change is to provide clarification and certainty for all members with electronic clocks.

This definition also brings our definition in line with the VHA.

Ray Russell our president will verify the locations of all sensor pads throughout the year and provide recommendations to the member (if any needed) to meet the above definition.

Changes can be delayed for the start of the 2015 racing season to allow members to make changes in a orderly manner.

Transport for 2014 race season.

VRPU have approached us to cart their pigeons for the reminder of the season. Ray will discuss with their respective management.

First Aid Box

Will be re stocked in the Sunshine rooms. Outside clubs are encouraged to also get their first aid box up to date.

Life Rings – First 100

Will be auctioned on the basketing night of 25th of July for any interested members.

General Business

Race Fees for 2014 season.

Given our current members and participation from Geelong and VRPU federations the treasurer has determined that we are able to maintain our competitive pricing as the 2013 race season.

Race fees will be kept at $260 per member.

Note this does not include the National Race which is self supporting.

Lost Birds Phone number 03 9363 3094

The cost to maintain this phone number is becoming rather expensive. As such Chris Cachia will investigate other options for Pauline Pulis our Ring secretary.

It is envisaged that the above number will be kept in the interim being replaced with a new mobile number. The above land line number will be diverted to our  new mobile number.

This allows the ring secretary work to be carried out more efficiently.

Life Race Rings for 2015

Members who are interested in purchasing ICON electronic life rings are advised to place their interest in writing to the board. It is envisaged if only a small number of fliers wish to purchase these rings they will need to place a non refundable deposit.

Top Fliers Forum

The board will be applying to the council for a grant to support a seminar inviting top fliers from around Australia to share in their racing knowledge ; support and promote the support the sport of pigeon racing  in the Western Suburbs of Melbourne.

Squeaker Sale

The board will run a Squeaker sale, were members are encouraged to donate birds to encourage further friendship plus help reduce our ever rising costs.

Members who support the sale will get a discount off  their race fees.

Sale date undecided.

Liberation announcements.

Michael and Allison Portelli will update web sites of liberation details outlining how many fliers are participating in the race.

Chris Cachia will send a text message of the above liberation to any member who has a mobile phone for both WPF and Geelong members.

Race Results.

Loft number will be removed from our results. Secretaries are encouraged to use the “did not trap” function to show a true result.

Finance Report:

Finance and Treasury report was read. All in order. There are a number of unrepresented prize money cheques by members.

Breeders Plate Sale dates

Given the success of our Breeders Plate it was agreed by all members to hold another event with the same successful format in 2015. The following sale dates were agreed to allow all interested members enough opportunity to support the race and buy or enter birds:

New Short Distances Averages

It was agreed by all members that we introduce a new average for the short distance. This will include all races up to 475klm. The exciting part here is that the winner of the series will not be decided until the Tasmania race in October.

Our new race results software will be able to accommodate this new feature easily.

Race Results

Last year race results data that was being entered into our program and was not being checked by a approved Board member. This is totally unacceptable and this practice will not continue in 2014 race reason.

Outside clubs (Williamstown & Yarraville )  are to submit their race data for verification and checking to Charlie Ablea. He will will check, verify  and submit to Ray Russell for data accuracy into our new software with the 14 day open race period.

Club Secretaries & IT Support Members

We are running a training night for clubs secretaries and any members that helps with race data entry. This will be held  on Monday the 23rd of June 2016.

Other

To kick off the 2014 season and bring the flyers together the week before racing starts, on Saturday the 21st of June there will be a BBQ for members from 3pm to 6pm.

WPF Board Meeting 12th May  2014

President Ray Russell opened the Special meeting at 7.30 pm

Board members behaviors was discussed at length to treat all board members with respect. If a member failed to provide respect to another board member then they will provided a warning. Should they continue to fail to provide respect to fellow board members then they will be terminated from the board.

10) Brimbank Council lease to increase from $163.00 pa to $340.00 pa and expire in 2016.

1)  All birds reported via the the lost bird secretary Pauline  Pulis will be reported to a member as soon as possible.

3) F Lia has been awarded to clean the WPF rooms for $50. In particular he will:

Clean the floor, sweep and hose including toilets  inside only. In race season toilets are to be cleaned weekly. Off season as required.

5) J Muscat is awarded the cleaning of race units for $40 p/w. This  includes clean & scrape units and drinkers. Hosed and pressure washed wire floors. Drinkers to be disinfected.

6) VPO offer will be rejected due to a conflict of interest. Although given no amnesty was initially given to departing members we would provide an amnesty of 30 days to re join the WPF and the $100 re joining fee is waived until the 12th of June.

Administration and Race Forms are required by the 1st of June

Ring register of all race birds required form the 1st of June 2014

Statutory Declaration is required from all fliers who intend to fly in the Tasmania race. Due 1st race.

Health & Safety Committee 

G Angelino did comprehensive research into possible safety solutions for our baskets whilst loading and unloading and it was established the board needed further expert guidance into possible solutions from a skilled metal worker. Laury Formosa will be contacted.

Marketing Committee

Both M Portelli and J Farrugia have made there time available to promote the sport of pigeon racing and they are to head the marketing committee. Joe will seek sponsorship from various companies and use the funds for transport and reward the sponsor with their details on our year book.

Conveyor

Raffy Lay has been awarded the conveyor for the 2014 season. He flies with the VHA and is having the year off.

Other
